What an application records request can tell you
Understand request routes, consent and the limits of officer notes.
Immigration records are requested through the applicable access to information or privacy route. Requester eligibility, records description and consent need to be correct for that route.
Choose the right request route
Check who can request the records and which Act applies. The route to access your own information may differ from a request made on someone else’s behalf.
Describe the records clearly
Provide the information the official form asks for so the request relates to the intended application. Follow the current consent instructions.
Read the response in context
A disclosure may contain limitations or redactions. Review the records together with your submission and decision letter.
Common question
Does requesting notes reverse a refusal? No. Records access and an application review are separate processes.

Write a focused request brief
Identify the government institution, application type, approximate submission date and the records you want. Explain your purpose privately to the person coordinating the request: understanding a decision, obtaining a copy of submitted material or clarifying another records issue. The scope should follow the actual question, not a package name that promises more insight without defining the records.
Check whether the decision package already contains officer notes. Those notes and a wider application-records response may overlap, but they are not necessarily identical. Confirm why additional records would be useful before paying, and distinguish an IRCC request from a request to a different institution.
Read the delivered records without guessing
Check that the response relates to the correct application and requested period. Keep the covering letter because it explains the release and any withheld information. Abbreviations, redactions and entries made at different stages can be difficult to interpret; an isolated line does not establish the final decision or predict an outcome.
Prepare a short list of questions for the relevant professional instead of circulating unredacted records publicly. Confirm whether your service includes delivery only or also an appropriately authorized interpretation or advice engagement. Keep government access charges, professional service fees and any separate advice fees clearly distinguished.
