A refusal is a decision to understand before making another application. Review the letter, submitted evidence and any available officer notes to identify the questions your file did not resolve.

## Preserve the decision and identify any urgent deadline
Save the refusal letter, attached officer decision notes, application copy and submission records. Note the date the decision was received and how it was communicated. A refusal is a decision on a particular application; the next step depends on the route, the reasons and the available procedures. Do not assume every refusal has the same appeal process.
If you want to challenge a decision, speak promptly with a qualified Canadian immigration lawyer or other appropriately authorized professional about available options and deadlines. Waiting for GCMS records does not suspend a deadline. This website does not calculate litigation deadlines or decide whether judicial review, reconsideration or a new application is appropriate.

## Read the reasons beside the evidence that was submitted
Create a three-column review: the concern stated in the decision, the material actually submitted about that issue, and any relevant evidence now available. This helps distinguish a missing document, an unclear explanation, changed circumstances and a disagreement with the assessment. Keep observations factual rather than assuming the reason for every sentence in a refusal letter.
Review the complete file, including forms and any information submitted by a previous representative. If you no longer have a copy, first ask for the records you are entitled to receive. Do not sign a replacement application before checking whether its answers conflict with earlier applications. Genuine errors should be explained through the appropriate process.

## Decide whether an additional records request is useful
Some decisions already include officer decision notes. Read everything attached to the decision before paying for a records request. GCMS or other application records can add context, but material may be withheld or redacted and the response may take longer than expected. Records access is not a fast-track review of the visa decision.
Define the question you want the records to answer and the application involved. The right request is more useful than ordering every available report without a purpose. ## Build a changed, accurate file if reapplication is appropriate
A new cover letter alone does not necessarily resolve the original concerns. Identify what has changed and which reliable evidence supports the change. Keep the intended trip, study plan, funding and personal history consistent with the real circumstances. Do not conceal a prior refusal or use an invented explanation to make the new application look stronger.
