## Overview
GCMS and older CAIPS terminology refer to immigration records and notes. Access to these records follows the applicable access to information or privacy process, including eligibility and consent requirements.

## Documents to prepare
## Check your refusal documents first
IRCC now includes officer decision notes with refusal letters for many temporary-resident and permanent-resident applications. Some application types are excluded, and information may be withheld. Check the documents sent to you or your authorized representative before assuming a separate paid request is necessary. IRCC’s explanation of decision notes.
Make a simple inventory: refusal letter, decision note if provided, submission copy, correspondence and any earlier records release. This helps you explain which information you already have and what you still want to find. It also avoids ordering the same material simply because two services use different package names.

## Be specific about the record you need
A useful enquiry states the application type and the question you hope the records will clarify. For example, “I received a refusal letter and decision note, and want to understand what a broader records request includes” is more informative than “send all notes.”
Confirm which government institution holds the records you need, what period or application the request covers, the consent steps and what you will receive. IRCC and CBSA hold different records; ask why a particular request is relevant to your question. A larger package does not automatically give a better answer.

## Request eligibility, consent and fees
IRCC’s Access to Information Act guidance specifies who can submit a request, a CAD 5 government request fee and consent requirements when requesting another person’s information. Before purchasing, ask for a clear description of what the professional fee buys: request preparation, submission coordination, follow-up, delivery or other agreed work. If interpretation or immigration advice is offered, ask who provides it and under what engagement. ## Plan for a useful handover
Keep the delivered records with the application material to which they relate. Record the request and delivery dates and preserve the original files. When discussing a question with a professional, refer to the relevant passage and the application context instead of relying on a screenshot separated from its surrounding text.
A release can contain unfamiliar abbreviations, duplicated administrative entries or omitted material. Avoid drawing conclusions from one isolated label. The website can explain common terminology in general terms, but the meaning for an individual application depends on the full context.

## Choose the next step without pressure
Ordering notes does not guarantee approval, speed up a pending application or reverse a refusal. If a legal deadline may apply, seek qualified advice promptly rather than assuming a records request replaces that step.
